I am doing BE 1st year in Tamil Nadu. How can I change my college after 1st year?

Rules for college changing are:
1. Both colleges should be under the same university.
2. You should have secured a good rank in the entrance exam.
3. You should maintain a CGPA of more than 7.
4. Both the colleges should agree with your transfer.
