i am failed in PUC basic maths, is it possible to do IAS after clearing the subject (ill do b.com after clearing that subject)

Yes, you can appear for IAS but frankly your chances of clearing IAS are very less. Even highly meritorious students who have been toppers throughout find it very difficult to clear IAS. It would be in your interest to pursue some other career.
