I am from Bihar. Can I do B.Tech through UPSEE?

Yes, you can do B.Tech from UPSEE. 10% seats are reserved for non up students in every college but u have to score good in UPSEE. If your rank lies under 1k, then you will definitely get the government college. Otherwise, you can opt for private colleges. Such as AKG, KIET and ABES. -
Yes, you can pursue B.Tech from UPSEE but there would be difficulty in getting government colleges as there is 90% quota of state domicile students in that exam.
