I am from Bihar. Is it possible to get admission in Jalpaiguri Government Engineering College through WBJEE? Is domicile needed or not?

To get admission in government colleges Domicile certificate is must! I don't know much about the private colleges. During last year's counseling they checked domicile certificate of each and every student. Do you have any of your parents working in West Bengal? If yes, then you can GET a domicile certificate. You can check once the site and make sure which proforma is valid for you. I know few students of Bihar studying in JGEC.
