I am from Karnataka and I want to go for regional transport office, i.e. RTO. What is the procedure?

The following qualifications are necessary:
1. You must be a citizen of India.
2. You must have a graduate degree from a recognized university having more than 50% marks.
3. Your age should be between 21-30 years if you belong to the general category.
