Yes, you may enroll in civil engineering, however, there are many universities with A+ accreditation where such engineering programmes are excellent since they have highly trained staff members who are always ready to help you with any concerns you may have. Chandigarh University is one of them; for such a programme, you may turn to CU, which is also an A+ certified university.

Senior Secondary Examination (12th grade) with Physics, Chemistry, Mathematics and English with at least 50% marks (45% for SC/ST) in aggregate. Any other examination recognised equivalent thereto.
Since NTA is after 12th obviously, so yes you definitely are. Hope this helps! Wish you luck for your future endeavors!
