For B.Com, DU is the best. It takes admission on the basis of 12th class percentage.

You can apply for Delhi University. It is the best university for B.Com (Hons). Here admission is based on Merit, means on your class 12th Percentage. You can apply for Delhi University in May. Keep updated on it's official Website.

Apply to Hansraj College of Delhi. Also, you can look for colleges like Doon Business School, Dehradun with over 12 years of existence and ranked among top 25colleges in India by India Today.
