Hey B.Ed Course Eligibility: A minimum aggregate score of 50% in graduation is a requisite for admission. A minimum aggregate score of 55% at post-graduate level is mandatory for admission into colleges

It is good that you want to pursue B.Ed, but as I know it is really hard for you to pursue it from IGNOU, as you have scored 48% and the minimum requirement is 50%. But, you can visit their portal to confirm it.
