I am having 3rd-year Diploma in CSE. I have 70% aggregate in Diploma. Which course can I pursue abroad? Fast track entry in diploma or UG

I have completed class 12th (non-medical) with 68%.

You must go for AMIE. You can do it while doing your current job as it is continuing education and meant for working aspirants.
