I am having LORs from my computer teacher & an NGO head along with an SOP. Do I need another LOR from a special educator?
I want to pursue a UG course in CSE in Canada.

If you are going for a UG course, you must get LOR from your counselor or principal. If you are going for a PG course, you must try taking an LOR from your UG college's head of department, or your employer if you have worked. Having a strong LOR is a great addition to the profile.
