No, you cannot, because the eligibility criteria is commerce in 12th standard.

You cannot apply for CA, because you need commerce stream.

Yes, you are eligible for CA and you can do CA after 12th Science. Hi, You can apply for CPT before March for June term exam, and before September for December term exam every year. So, choose the term exam you wish to write exam. All the best.
