You can apply for exam in the last year. But, you should start preparation as soon as possible. You can start it from right the moment now so that you will cover lots of knowledge. Hope this will help you.
    Good luck.

You should start as early as possible and since you have decided to give UPSC you are already ahead of the individual who are going to decide in 2nd year or maybe later. You are definitely going to get advantage of starting early.

Start as soon as you can. Why even wait to start? The longer you prepare for, the better your result will be.

You can start as early as possible because in B.Com first year, I don't think that you will get enough time to prepare for your UPSC exam because in this exam you need more smart work rather then hard work.

In my opinion, if you want to prepare for UPSC or any other competitive exams later, you can pursue a BA in Political Science, Economics, History, or Sociology. Since their syllabus is heavily equipped with GK, Indian and world history, public policy, public administration, Indian and world politics, it'll be easier for you to strengthen your base.
