I am in B.Tech 1st year in JIIT. Am I fulfilling the eligibility criteria for lateral entry in IPU 2nd year?

No, lateral entry is only for Diploma holders who want to get a graduation degree. However, if the college you study and the college you want to go falls under the same university then there is a chance. Still, you can't have a right to migrate.
