Hello Abhishek,
Learning English is not mandatory for IIT exam. Apart from this, you can always prepare for IIT exam with Hindi study material available in the market. English is just a language. But if you really have an interest in learning English, you can learn it online at beginning levels. Hope this answers your question. Best wishes for your preparation. -
English Phobia is mostly in our heads. There are no grounds for the poor performance in English. Rather, India is 4th out of 19 Asian countries in term of English proficiency.
Don't be disheartened by criticism. Work hard on academics and speaking English. You'd be surprised by the results.
Firstly, start reading English newspaper. I suggest this step to everyone I come across. This not only improves your vocabulary but also gives you a sense of being better informed. http://carryongarry.com/learn-500-big-english-words/

English Language is not a barrier for JEE. Even the exam question paper comes in the Hindi language too. There are many books and websites available which have the content written in Hindi. You can follow them and easily crack the exam.
I wouldn't suggest learning English at this time for the preparation because not only it will consume you ample of time but also diverge you from applying full concentration on the topics of JEE.
