I am in final year of agricultural engg. with 7.7 CGPA. Where can I pursue Masters in Germany in renewable energy resources?

Is it necessary to give GRE? Won't IELTS be enough?

To study in Germany, you should have a very good academic score. You will have to appear for IELTS or TOEFL. Also, take the GRE exam. Most importantly will have to give the German language proficiency test.
