i am in final year second semester now..i still have 8 backlogs.So my question is whether i m eligible for gre..10th % is 55

i am a final year civil btech student and in total in engg i had 18 backlogs and from that 8 are still left..so am i eligible for good university and gre.my 12th percentage is 58% and 10th std percentage is 55%.Please help me..
