I am in my final sem n i have an aggregate of 69 % . can i make hope to get into a german university for master studies? Is GRE required ?

I have registered for IELTS exam and i have an aggregate of 69% ? Do i have a chance of getting into a good German University with my current aggregate ? please do advice .
