I am in my third year BE Mech,i want to pursue my PG in germany.what should be mmy preparations for this and what other countries are prefrd

I am a average student till now,is it really ok for me try for my abroad education,i don't have good financial backup also,in which countries i'll get a good education with appropriate scholarship?
