I am in Polytechnic 3rd year currently. Am I eligible to take lateral entry now?

You can apply for lateral entry (direct second-year admission in engineering) only after completing your polytechnic/diploma course. So, if you're still in your 3rd year, wait until you get your Diploma in hand to be eligible.
