I am in the second year of my graduation. If I get the required cutoff marks in entrance exam then will I get any fee exemption?

    No, the fee has to be paid. There is no exemptions even if you clear the cutoff.

    No, there is no such provision for fee exemption. First you need to tell your graduation period (3 year or 4 year). and only in your final year you should try to give XAT provided you pass your graduation at the end of the year.
