You should accept the Electrical branch in NIT Silchar rather than CSE in IIITS as NIT Silchar is way older and has more reputation than IIITs. You should study hard in the 1st year in NIT Silchar as 1st year is common in every department and if you will be able to score more than 9 CGPA then you ca
