I AM living in Rajasthan but wanted admission in government engineering college of Mumbai region (not iit)through aieee marks and catagory rank.but state exam of mumbai region is not given by me. what should i do? and what is the processure of taking admission in same colleges through aieee rank

You may get admission into Pvt colleges recognized by Govt. Admission in Govt colleges like VJTI or SP may be possible but probability is very less.
