I am looking for a college that offer B.Com (Hons) or B.Com (P) at a low cost in Delhi.

From what I know, colleges in DU are the most affordable. In 2019, the mist expensive DU colleges were SRCC and St. Stephen's which costed around 30k per year. Hindu and Hansraj were around half of that. So yes you can consider Delhi University if you are considering affordable and reputed colleges.
