I am not giving isc so can I go for btech and mtech?

no for getting admission in B.tech you should pass the ISC with mathematics. For M.Tech you required a B.Tech in any branch of engineering or B.Sc. in some specific subjects.

yes with polytechnic you can do engineering or even some colleges provide lateral entry to second year B.Tech.
any science students with mathematics and any stream of diploma engineering are eligible to do B.Tech.
