ECE is a more preferred among the one's you mentioned for an aspirant who is not interested in programming. But you simply cannot avoid doing the programming aspects. You will have to learn and program micro controllers and microprocessors during your course for which knowledge of C/C+ and assembly language is mandatory and also do programs in matlab, You will be required to participate in project work for which programming skills are again required.

If you do not like programming Electronics and Telecom Engineering is the right branch for you. If you develop interest in programming while doing BTech ECE you can sharpen your basics of programming skills during degree by taking Computer courses as electives. IT industry accept ECE graduates during campus placement.
