I am OBC candidate, but my father is GOVT.group C employee and yearly salary is above 11 lakhs per annum. Can I submit form as NCL category?

Yes, you come under obc ncl category.

No one will tell you this because they themselves don't know the rules . The income limit is for private sector only but for central government employees service category is taken into consideration.

Group c and group d officers are obc ncl if they comes under obc

No, you cannot because as per government criteria the maximum family income will be under Rs.8,00,000 per year. As this Certificate is also known by its other name which is Other Backward Class (OBC).

No, if your parent's income less than 8 Lacs then you are applicable for NCL category.
