Hello Ram Krish, are you are saying that you have passed out but again you are saying that you have 3 arrears. If you have backlog then how can you say that you are passed out student? I suggest that you raise fresh query staying where you had taken admission, status of your passing each year and th

If you desire transfer to any other engineering college, you need to pass your semester exam. With arrears, you can not get transfer. The administration department of your present college will guide you about the procedure. Best wishes to you.
