i am planning to apply for Masters in USA for spring. when should i apply for it?

I am planning to apply for Masters in US . now i am pursuing BE mechanical engineering (final year). i havent completed GRE or TOEFL. but i will try to complete by the end of august . will i able to apply for admission in JANUARY.please guide me in this ??
