I am post graduate (M.Com, B.Com) and want to do a fresh graduate degree BA in English. Can i completed this in one year? is there any university offered such type of one year degree programme for already graduate student.

No, you cannot legally complete graduation course in one year period. Next, when you are already a post graduate then why do graduation again. Instead opt for some specialized courses or try for a job. You can study and improve your English language by other means also.
