I am preparing for IPMAT 2019 but don't have backup plan. I am good in accounts, maths and economics. What should be my backup plan?

No the IPMAT cutoff for IIM INdore and IIM Rohtak are not the same. Both the IIMs conduct different IPMAT exams. IIM Indore conducts IPMAT Indore and the exam conducted by IIM Rohtak is called the IPMAT Rohtak exam. Thus, both the institues have different cutoffs. 

Candidates appearing for the IPM Aptitude Test need to fill the IPMAT application form online. The IPM AT application form is available on the official website of IIM Rohtak. The IPM AT application process is completely online and there is no need of giving har copy of the application.
