IIMs do offer scholarship and fee waiver for deserving students whose parental income is low. The rationale behind high fees by IIMs is that after you graduate you will have very high income and you will be able to repay the study loan in a matter of 3-4 years. In case you are worried about how will you arrange such a large sum initially, all banks in India offer study loans without any collateral to IIM students as such loans are almost risk free for them.

It looks like we both have same aim and I was also shocked when I saw the fee structure but one of my cousin cracked CAT and got admitted in one of the IIMs in north in recent years he smoothly received a loan of 18 lakhs.
After investigation I came to know we don't have to worry about fees we can easily get loan and a job with good salary to repay it.
