Yes, you can switch universities after your first year. There should be no backlog in the first year, and you must meet the eligibility requirements of the university to which you are transferring. If you're thinking about moving, Chandigarh University is a great place to start. There are numerous reasons for this, including its location, infrastructure, teachers, and others, such as the institution allowing students to participate in extracurricular activities.

Yes, you can change the University after first year. There should not be any backlog in 1st year plus you need to fulfill the eligibility criteria of the University where you are migrating. If you're migrating then I will recommend you Chandigarh University. There are many reasons to say this is its placement, infrastructure, faculty and others like the college give the opportunity to the students to participate in extra curricular activities.
