I am pursuing B.Tech 2nd year now, how can I apply to any university in USA to continue from 3rd Year?

No, you can't. Either complete your B.Tech here and do M.Tech/PhD in USA or do from 1st year in USA.

Nope. I guess not. You have to complete your b tech degree and then apply to any other university. In case you shifted from american to study here then it would have been possible.
