I am pursuing BBA in India now & want to go to Canada for future studies, can I go by taking a post-graduate in human resources?

Hi,
Yes, why not. Human resources is a popular specialisation under management studies. You must, however, be clear with your interests and career plans and demonstrate them on your SOP clearly. Admissions also depend on your SOP, a lot of them.
