Most IAS aspirant start right from class XI so don't think it is too early now with changed pattern if you start preparing early then you will have a good chance to set your mind to achieve goal

Yes, You take a right Decision, most of students start preparation after UG. One thing you do choose your graduation paper as elective and focus more on it. also start preparation for CSAT from now. Best wishes for your UPSC exam.
