I am ready to reapply for UK but the thing is uk govt is not allowing to do part time work is it that true??

No it is not true. Student visa holders can do 20 hours part time per week during the college days and during holidays upto 40 hours per week they can work. The change in recent visa rules is not applicable for under graduate ans post graduate students studying in Recognised institutions.

The point that you have mentioned is partly true, but not completely. The UK Border agency rules state that if you are doing a UG/PG program from a recognised University then you have the full 20 Hrs per week part time work permit.
