i think BSC student can not apply for MTECh , you will have to do MSC before Mtech

you are eligible to pursue Msc(computer science and IT) but not M tech.To pursue MTech, bsc(IT)student needs to complete his Msc(IT) and also needs to clear the qualifying entrance exam for MTech.
