I am studying B.A Honours in English. Can i take a politechniq degree together as both a regular course.

One cannot pursue or join two course in regular mode simultaneously as it will create issues with submission of Transfer Certificate and Conduct Certificate, surrender of mark lists to the institute etc. If you are keen on a diploma in engineering as well, Dip IETE is considered equivalent to Polyte

Naturally, you can't get two admissions at a time, as Governments are verifying whether you are receivingFee benefits from them. They will allow you one at a time.There may be other regulations also.I think you can pursue one part-time course, in addition to your regular study.
