I am studying Diploma in CSE. Can I do B.Tech in abroad after completing Diploma in computer science and engineering?

To your question, yes, you can apply for certain universities abroad.
You can surf on net relating college's offering Bachelors after Diploma.
But my suggestion will be that it is better to pursue your Bachelors in India and go abroad for Masters.

To give you correct perspective, even in India, many states and universities have not accorded equivalence for a Diploma to 12th. Of course, IIT's and some state govt's have done this.
Hence, you will have to search each institute's criteria for accepting students for B Tech.
