    Hi Vikas,
As you are interested in research / Phd. from Germany, I would like to say that research in Germany are usually fully funded by various government institutions and organisations DAAD etc.
In order to get a scholarship for you research, you first have to prepare a blue print of your research and submit it to the university and after getting the acceptance from the university, you have to submit the same to the organisation in which you will be applying for the scholarship.

    Hi,
Germany is always known for its quality education and research opportunities, as you are studying electronics and communication, pursuing research in microelectronics would be the good option for you.
To pursue MS in Germany, you need to have:
Good academic record, preferably 65%-70% plus in graduation.
Relevant undergraduate degree from recognized university.
    GRE score of 1200-1300 plus.
TOEFL score of 85-90 plus or IELTS score of 6-7 bands plus.
I hope this answers your query.
