I am studying in a private college where i have submitted my documents.But they refuse to return my documents. How can I get them back.

I am studying in a private engg. college where I have submitted my documents at the time of admission.But I am not satisfied with the college and wants to take admission in a new college. But the college people ask me to pay the fees of the entire 4 years for returning my documents back.
