I think, ME/MTech (Structural Engg) is better.

better you took MTech in the same field.so that you will get better job opportunities. even also Mtech count as your working experience.

Placement does not depend upon which course you pursue, but how you perform at the university. You would get a job on the basis of your performance and on the basis of the university's brand name and placement scenario. If you are pursuing civil engineering, then the best option for you is civil
