You need not worry about English, as you can take the competitive test in any of the constitutionaly recognised languages. However, papers of the Preliminary test are set in English & Hindi only.
However, you must try to improve your English by taking some English speaking course, as the IAS Office

it is not necessary u hav 2 wright exam in English u can give exam in ur mother tongue also
