i am visually handicapped , upto 40% can i do IAS

Partial-handicap may not be of much help in reservation.For certain jobs , partial-loss is not a handicap as per their rules.

Yes of course you can apply for IAS exam .Depending upon the problem of the candidate there are different posts in IAS although it is very few. You can also see the latest advertisement published in the newspaper.
