I am willing to join LPU but I am little confused by the "scholarship for toppers of educational boards. Can you explain?

It is stated that top 20 ranked students of each state board are eligible for this scholarship. My doubt is if there are 10 students securing rank 1 and 10 students securing rank 2 & remaining ranks are secured by one student each. Will all 38 students get scholarship or only top 2 rank holders?

Board toppers with above 95 percent will get 90 percent scholarship. Above 90 percent, you will get 70 percent scholarship, above 80 percent, you will get 50 percent scholarship.
