    A bank operations manager is an individual who carries out administrative and accounting duties in a financial institution by organizing and coordinating banking services. While the role of a Specialist Officer is to take care of all the background activities in a bank in respective specialised areas or to take care of the customer facing roles related to Marketing. So in my opinion the specialist officers are limited to their specialised area only, while operation head can lead the overall activities of a bank.
