I can do both bba and ba llb and i am from outside delhi area rank 2316 and when is the 1 and 2 counciling expected to start of ip for law ?

It was supposed to be out on 20th but nothing has been notified on the IPU website. Keep checking the website time to time. Good luck.
2nd counselling starts in mid July.
