I can get admission for B.Sc CS when I have one sub fail in 12th

No, you can't take admission without passing your class 12th.

No. You need to clear all your subjects in 12th by passing. If failed in 12th, you will not be considered for any Bachelor degree courses.
So try to pass in all subjects in 12th standard.
