Yes sir. It shows your hard work. There are too many colleges, which offer such courses. You can opt any distance course for it. You can opt any open universities, which offer such courses. You can do it, as private basis in any university.

Yes, according to new education policy 2020, it is allowed to change college in second year and colleges also accept the same. You should first contact the admin of the college for regarding complete details for admission in the 2nd year.
