For students like you perhaps open universities or distance learning institutes have been set up in India. As per me, the best of the lot is IGNOU. I suggest you download the brochure cum application form from its website, study it, fill it up, pay fees& upload the form. Its as simple as this. Best wishes

Yes according to new education policy 2020 it is allowed to change college in 2nd year and colleges also accepted but you have to go first and talk to admin that I want to take admission in your college in 2nd year I am from this college etc.
